Black horn – Negate the Special Summon of 1 of your opponent’s monsters and destroy it.
Wulf – This card cannot be Normal Summoned or Set. When this card is sent from your Deck to the Graveyard, Special Summon it.
No, you cannot negate Wulf Special Summoning with Black Horn of Heaven.
Wulf’s effect to Special Summon itself is a (Spell Speed 1, which doesn’t matter) Trigger Effect, which means it activates, then at resolution, it Special Summons Wulf. Black Horn of Heaven cannot negate Special Summons via card effect, because you cannot chain a Counter Trap to the resolution of a card effect, as per game mechanics.
