how do i remove scratches from my knife blade?

i have a homemade knife and when i sand it down to get it shiny scratches appear and its looks quiet ugly. i sand it with 120 grit because the metal i use has surface rust on it. i have tried using a (rag mop buffing wheel) with grey compound but that just seems to make it smoother, not get the scratches out. is there any other things to use?

If the scratches are from the 120 grit paper, use progressively finer sandpaper from 150, to 180, to 220, to 320, to 400 wet/dry, to 600 wet/dry. Wipe thoroughly in between each grit to remove any leftover grit. The 120 sounds kind of aggressive to remove surface rust and I would have tried 0000 steel wool and maybe a rust remover first. Once you get the scratches out, you can then polish the thing.
