how to get rid of scratches in a knife blade?

i have a homemade knife and when i sand it down to get it shiny scratches appear and its looks quiet ugly. i sand it because the metal i use has surface rust on it. i have tried using a buffing wheel with grey compound but that just seems to make it smoother, not get the scratches out. is there any other things to use?

You skipped from coarse abrasive to buffing. You need some fine emery cloth. Depending on how deep the scratches are I would sand it with 220 grit, then progress with finer grit until you get to 400 grit with some steels you might have to keep going to 600 grit. And then buff it for a nice bright finish.
