Why are trailer parks always surrounded by razor-sharp fences?

Who would want to live that way? Every time I see a trailer park it is surrounded by a high fence with razor-sharp barbed wire across the top. Is this to keep people in or out? I don’t get it. People shouldn’t be treated like dangerous animals but deserve to be treated with a fair amount of decency and kindness. Only violent felons deserve to live within a high, razor-sharp fenced-in environment Am I wrong? This must be a violation of the law.
