So if it is a real knife and not a toy then then blade is not made out of lead. Lead will absolutely not hold an edge – think of how easy solder wire can be bent. A typical knife is only a couple of diameters thick and you can’t do that with one.
Assuming this is a working knife, you can get rust off it with steel wool. You want to keep a light layer of oil on the knife to protect it – vegetable oils will actually rot over time, so it is better to use a machine or gun oil, which is designed to protect that kind of steel.
Sharpening is actually a pretty straightforward activity. Most people use a stone or ceramic sticks. In either case you have to look closely at the edge of the knife. You’ll see that the edge is not quite the same angle as the grind of the blade. The position the blade on the stone so that you look like you are going to slice off the top layer of the stone, making sure that the “edge” face is against the stone. Then get to slicing. At some point what you’ll see is a fine “wire” edge called a kerf that will form on the edge from metal getting pushed up on the edge. At that point, flip the knife over and do exactly the same thing until you cen feel the kerf change back to the other side. Then vigourously strop the blade – sort of scrape the edge sideways – along an old leather belt until the kerf breaks off and the edge looks clean.
At that point it will generally be hair shaving sharp. You can get it sharper but that is the starting point.
I recommend you check out this site for tips on how to sharpen …

Thinkingblade
So, I went back and looked at the picture you posted of the knife and it is a beautiful old jack knife. If you carefully use a progression of steel wool then metal polish you should be able to clean up the metal parts quite nicely. You will need to be careful though, it is a little hard to tell but the handle looks like it could be a polished bone or stone either of which can be stained by one of the polishing agents. The blade is definately made out of steel, and while I can’t tell the age, I would guess a reasonably good carbon steel. I don’t know what it’s value as a collectors item might be, but I’m not sure I would care – I think it would be a great little pocket knife to carry.
